<p>I have always defended the rights of Americans to exercise their Constitutional rights, and few are as important as the right to defend yourself, your property, and your family.  It is commonly said that ‘the 2<sup>nd</sup> Amendment is the one that defends all other Amendments’, and I will always strongly support this critical right for all Americans.</p>

			<content:encoded><![CDATA[<p>Today the Supreme Court began hearing oral arguments over the Constitutionality of Obamacare.  This legislation, passed two years ago, is perhaps the most contentious law of our lifetimes.  The Supreme Court’s decision will weigh heavily on the economic future of everyone in Maryland, killing thousands of jobs, encouraging employers to hire more part-time employees, and prevent small businesses from growing under uncertain and arbitrary healthcare provisions.</p>

<p>The spot focuses on my background, being born into poverty and having successful careers as a scientist, inventor, and small businessman.</p>
<p>I am a citizen‐legislator running for re‐election to ensure that future generations are afforded the same opportunities for success I had.  I will continue the fight to repeal ObamaCare, pass a balanced budget amendment and achieve energy independence.  I believe in fiscal discipline, reigning in government spending and balancing the budget are the keys to job creation and improving our economy.</p>
<p>The ad points out my record as a fiscal conservative, leading fight to end automatic pay raises for members of Congress and giving a portion of my pay to fund college scholarships for underprivileged students.</p>

			<content:encoded><![CDATA[<p>The Humane Society Legislative Fund, the nation’s leading political advocacy organization for animal welfare, has announced their endorsement of me for Maryland’s newly drawn 6<sup>th</sup> Congressional District. Citing &#8220;his effective leadership and impact on animal protection policies&#8221;, the Humane Society Legislative Fund urges voters stand with me this November.<br />
“Roscoe Bartlett has demonstrated strong leadership on important animal protection policies, such as cracking down on dogfighting and cockfighting, and phasing out the costly and wasteful use of chimpanzees in invasive research,” said Michael Markarian, president of the Humane Society Legislative Fund. “We urge voters in the 6<sup>th</sup> District who care about the humane treatment of animals to support Roscoe Bartlett.”<br />
I have consistently been a champion for animal protection in Congress, having helped advance new policies to stop animal cruelty and abuse. While in Congress, I have:</p>
<ul type="disc">
<li>Sponsored the Great Ape Protection and Cost Savings Act, H.R. 1513, to phase out use of chimpanzees in invasive research, retire the approximately 500 federally-owned chimpanzees to sanctuary, and save tens of millions of tax dollars from warehousing chimps in federally-funded laboratories.</li>
<li>Led the fight to end the use of live monkeys in chemical warfare training by the U.S. Army by replacing those animals with non-animal alternatives.</li>
<li>Co-sponsored the American Horse Slaughter Prevention Act, H.R. 2966, to prohibit the long-distance transport (including export) of horses for slaughter for human consumption in other countries where horse meat is eaten.</li>
<li>Co-sponsored the Puppy Uniform Protection and Safety (PUPS) Act, H.R. 835, to crack down on abusive puppy mills in the United States, where breeding dogs are often stacked in wire cages for years to produce litter after litter, without exercise, veterinary care, socialization or human companionship.</li>
<li>Sponsored the Animal Fighting Prohibition Enforcement Act, which passed in 2007 and established felony-level penalties for interstate dogfighting and cockfighting activities; and co-sponsored current legislation, the Animal Fighting Spectator Prohibition Act, H.R. 2492, to further strengthen the law by prohibiting attendance and taking a minor to an animal fight.</li>
<li>Co-sponsored the Animal Crush Video Prohibition Act, which passed in 2010 and bans commerce in videos showing the intentional torture of puppies, kittens and other live animals for the sexual titillation of viewers (P.L. 111-294).</li>
<li>Co-sponsored the Veterans Dog Training Therapy Act, H.R. 198, which passed the House in 2011, to create a pilot program for veterans suffering from post-deployment mental health conditions to train therapy dogs.</li>
</ul>
<p>HSLF is a nonpartisan organization that evaluates candidates based only on a single criterion: where they stand on animal welfare.  HSLF does not judge candidates based on party affiliation or any other issue.</p>

<p>Representative Roscoe Bartlett was proud to invite Sergeant Joseph Beeman as his guest to the 2012 State of the Union Address by President Obama.  Sgt. Beeman was seriously wounded in 2004 helping to free the Iraqi people from the dictatorship of Saddam Hussein.  Said Bartlett, &#8220;I am humbled by his service and courage under fire.  I am grateful to my wife Ellen for giving up her ticket so that Sergeant Beeman could be my guest. It is an honor to represent him and all of the thousands of residents from the Sixth District who have volunteered and sacrificed to serve in our Armed Forces and protect us since the 9/11 attacks. I wish I could have invited all of them to attend.&#8221;</p>
<p>Congressman Bartlett said that, &#8220;Much of what President Obama said in his speech tonight could just as easily have been said in a State of the Union Address by a Republican President.  America faces enormous challenges.  Our economy is battered.  Unemployment rates have been near 9% for a longer period of time than the Great Depression of the 1930s.  Exploding federal spending and deficits more than $1 trillion each year have resulted in our National Debt becoming larger than our annual economic output, more than $15 trillion.  There are unprecedented pressures of increasing prices for oil as capacity and supplies worldwide fail to meet growing demand by China and other developing countries.&#8221;</p>
<p>We can&#8217;t afford to concentrate on what divides Americans.  I listened carefully for common ground between what the President proposes and my principled conviction that our country is stronger with the greatest opportunities for every American to succeed when our federal government is limited and acts in accordance with our Constitution.  I agree with the President that we need to reform the way we tax businesses so that there will be more incentives for companies and entrepreneurs to create manufacturing and other jobs here in America.  I agree with the President that we need all of the above energy policies to reduce our dependence upon imported petroleum and diversify our energy supplies with more domestic, sustainable, renewable sources of energy.  I am hopeful that the President will follow through and work with Members of Congress to support policies that will help Americans to create jobs and strengthen our economy.</p>

Congressman Bartlett said, “I am grateful to my wife, Ellen who gave up her ticket so that Sergeant Joseph Beeman from Cascade, Maryland can attend the 2012 State of the Union Address tonight s my guest.  Sergeant Beeman is a wounded warrior and an employee with the U.S. Postal Service. I am humbled by the sacrifice of thousands of residents of the Sixth District who volunteered and have served in our Armed Forces since the 9/11 attacks.  Twenty-two young men from the Sixth District made the ultimate sacrifice since the United States Armed Forces helped the Afghan people to topple the ruthless Taliban regime that harbored al Qaeda and Osama bin Laden.  Many more were wounded.  I wish that I could have invited them all to attend the State of the Union. I am honored that Sergeant Beeman accepted my invitation.”</p>
<p>Sergeant Beeman was wounded during Operation Iraqi Freedom. Sergeant Beeman is a resident of Cascade, Maryland. Sergeant Beeman enlisted in the Army Reserves. He was deployed to Mosul, Iraq in 2004 where he sustained injuries to his back and knees during a mortar attack.  Sergeant Beeman has remained in the Army reserves as a wounded warrior and service connected veteran.  He works for the US Postal Service when not activated by the US Army.</p>

<p>Sixth Congressional District Congressman Roscoe Bartlett today announced national Republican strategists Bob Wickers and Bryan Sanders will guide his re-election effort.  Bob Wickers, of Dresner Wickers Barber Sanders, will serve as the campaign’s general consultant and lead strategist.</p>
<p>“I am very pleased Bob Wickers and his firm have agreed to lead my campaign team,” said Bartlett.   “They are well-respected and nationally recognized as one of the most successful Republican full-service agencies, finding ways to win against all odds with a level of integrity and commitment to excellence second to none.”</p>
<p>While Wickers and Sanders will handle research, message and media, campaign veteran Terry Allen will serve as senior advisor, Steve and Jennifer Hilliard of Castle Strategies will guide all new media and online efforts, and Kirk Clinkenbeard will handle national fundraising.  Ted Dacey of Frederick will serve as campaign manager and oversee all day-to-day grassroots, political, and local fundraising programs.</p>
<p>Over the last two decades Bob Wickers and his firm have built a record of winning hotly-contested and high-profile Republican primary and general elections.   Bob Wickers served as media consultant and pollster for Governor Huckabee’s campaign for president.
