Rep. Roscoe Bartlett to Respond to Energy Initiatives in the State of the Union on January 24

News Conference at 10:45 am; Special Order Speech @4:30 pm

Washington, Jan 23, 2007 -  

Congressman Roscoe Bartlett will respond to energy initiatives in the State of the Union in two events on Wednesday, January 24.

Between 10:45 am and 11:15 am in room HC-9 of the Capitol, he will join Reps. Engel (D-NY), Kingston (R-GA) and other original co-sponsors to discuss the contributions to help America achieve the goal of liquid fuel independence through passage of the DRIVE ACT – Dependence Reduction through Innovation in Vehicles and Energy Act. This bi-partisan act was previously introduced in the 109th Congress as H.R. 4409, the Fuel Choice for American Security Act.

At @4:30 pm Eastern, C-SPAN will broadcast Congressman Bartlett’s 21st one hour Special Order speech about energy LIVE on cable and the Internet. Congressman Bartlett said, "Oil and natural gas are not forever. When we burn them, they're gone. The U.S. has only two percent of known world oil reserves. The U.S. produces eight percent of world production and we consume 25 percent of world production. We're pumping what little oil we have four times faster than the rest of the world.”

“Fifty years ago, American scientist M. King Hubbert predicted that the United States would peak in oil production in 1970,” noted Bartlett. “He was right on. Oil production in the United States has declined every year since then. Hubbert predicted the world would peak in 2000. 33 of 48 major oil producing countries have peaked. The world will certainly peak. A growing number of petroleum experts project that global peak oil is imminent. With world demand for oil increasing exponentially and no ready substitute of comparable energy density, the prospect of an undulating plateau and future declines in world oil production will inflict unprecedented pressures upon our people and national and international social, economic, and political institutions.”

"As a cofounder and a cochairman of the Congressional Peak Oil Caucus,” Congressman Bartlett added, “I am working to bring awareness of the need to change our energy policies to transition from fossil fuels to renewable sources of energy. That transition will be a really bumpy ride if we don't work together in the Congress, with our President, and as a country with other countries. I just returned from a trip to China. They are planning for a post-oil world.

Congressman Bartlett added, "I am proud to be a bipartisan cosponsor of H.R. 6 because it recognizes that we have a moral obligation to leave some oil for our children and grandchildren and great-grandchildren. The House approved this bill with a bipartisan majority of 263 to 123 with the support of 36 Republicans. I look forward to working with my Maryland colleagues, especially Majority Leader Steny Hoyer, Wayne Gilchrest and Baltimore-born Speaker Nancy Pelosi as well as other colleagues to promote conservation, energy efficiency and the development of renewable sources of energy."

In the past year, Congressman Roscoe Bartlett has discussed global peak oil extensively in a series of 20 Special Order speeches. He also hosted an Energy Conference on September 26, 2005 featuring national energy experts that was taped and distributed by C-SPAN. Congressman Bartlett is the co-founder with Congressman Tom Udall (D-NM) of the 19-member Congressional Peak Oil Caucus. They have reintroduced in the 110th Congress H.Res. 12 (H.Res 507 in 109th Congress), which expresses "the sense of the House of Representatives that the United States, in collaboration with other international allies, should establish an energy project with the magnitude, creativity, and sense of urgency that was incorporated in the `Man on the Moon' project to address the inevitable challenges of `Peak Oil'." Congressman Bartlett testified at a hearing on H.Res 507 held on December 7, 2005 by the Energy and Air Quality of the House Energy and Commerce Committee.

Congressman Bartlett is also the cofounder and cochairman with Congressman Steve Israel (D-NY) of the Defense Energy Working Group. Other members include Congressman Mark Udall (D-CO) and former CIA Director R. James Woolsey.

Congressman Bartlett has introduced two other energy bills so far in the 110th Congress.

Energy Farm Bill – H.R. 80 Congressman Bartlett has reintroduced H. R. 5925 to support federal research, development, demonstration, and commercial application activities to enable the development of farms that are net producers of both food and energy. “The productivity of the `green revolution' has been fueled by abundant, low cost fossil fuels,” said Congressman Bartlett. “Our current methods of food production cannot be sustained if fossil fuels are depleted and become increasingly costly and scarce. This bill builds on a century of success through the agriculture extension system to demonstrate and accelerate the development of viable techniques and technologies to reduce energy use by farmers with the goal of developing farms that are net producers of both food and energy.”

Expanded Tax Credit for Hybrid Vehicles – “I’ve introduced, H.R. 76 to increase from 60,000 to 250,000 the annual limit on vehicles, such as hybrids, eligible for the alternative motor vehicle tax credit,” said Congressman Bartlett.
